Legally - John Vincent Atanasof Popularly - J. Presper Eckert and John Mauchley
The contract for the first ENIAC system was signed on 5th June 1943 and it was constructed by John Mauchley and J. Eckert at the University of Pennsylvania's Moore School of Electrical Engineering from July, 1943. It was unveiled on February 14, 1946 at Penn, USA.ENIAC stands for Electronic Numerical Integrator And Calculator. The ENIAC was the first American digital computer in the modern sense of the word.
Mauchley was not actually involved with IBM. John was actually a physicist who (with the aid of J.P. Eckert) designed some of the first digital computers. He actually was a physicist/professor @ Ursinus College where he worked on a designing a digital computation machine. While at the University of Pennsylvania (Moore School of Electrical Engineering) he met Eckert and they worked together to design ENIAC (the Electronic Numerical Integrator and Computer) for the U.S. Army. They soon after designed the EDVAC (a version of the ENIAC with an internal digital memory system). John has received numerous awards for his achievements and help furthering the electronic/computing world. He died in January 08, 1980.
BINAC was sold to Northrup by Eckert Mauchley Computer Corporation (EMCC) in 1949. However it never seemed to work quite right for Northrup even though it passed the acceptance test at EMCC prior to shipment.
