There was a substantial law passed in 2005 changing many, many of the BK guidelines. This was done because of a believed (and likely) very real abuse of the existing laws and need for change. Bush made a number of changes with his rubber stamp majority republican congress and they were all anti consumer. His intention was to make sure debtors carried that debt to their graves.
