who cares
Under the original RoHS Directive, all products within scope needed to have a Certificate of Compliance (CoC) to prove that they were compliant. Under the new RoHS Recast or RoHS 2 2011/65/EU and it's inclusion under the CE Mark umbrella directive, the CoC has been replaced by a Declaration of Conformity (DoC). So now all products which fall under the scope of RoHS 2 require a DoC, further details of which can be found in Annex 6 of the directive. However, DoC requirements generally apply to 'finished products', components are not in scope but still require a CoC to prove compliance when used within finished goods.
