It all has to do with an under developed pre frontal cortex, the part of your brain that makes cautious decisions and says "hey that's not a smart idea." this part of your brain for males fully matures at age 25. So between 18 and 25 you have a so to speak half adolescent brain and half adult brain. So why is that good? Well the adolescent part is giving you the ability to learn new things, at a rapid pace through curiosity, passion and other scientific mumbo jumbo, while the matured side is sorting the reckless decisions from the responsible ones.
Although not fully developed, it still is functioning very well between those ages.
SIDE NOTE: (this is also why guys shouldn't be drinking workout supplement shakes before 25. By drinking these vitamin and protein replacements, your training your body AND brain not to produce them naturally, therefore in the long run screwing your chemistry up)
Anyway, driving isn't that difficult, it's those spontaneous spur of the moment decisions to bring 5 drunk friends into your car and speed down what you thought was an empty back road. Or texting while driving, or any distractions that may take your eyes and attention from the road.
Let me EMPHASIZE I'm not an expert, nor do I think teenagers shouldn't drive.
At least permits or something maybe even curfew licenses.
(Like a regular license it allows you to go anywhere a regular license would with one exception, off the road by a certain time. not unreasonably early, like midnight or 1am for example.) Being caught on the road after said curfew could result in suspension or a fine. (possible bill???)

I just have seen too many teenagers driving horribly, swerving into the other lane, massive multi-tasking, (seriously I saw a kid reading a book taped to his steering wheel once, while talking on the phone going 60mph on the highway)
Face it, teenagers take risks and explore, try new things, endanger themselves and not realize the fact that they may or are endangering others at the same time and it's because of that prefrontal cortex that has yet to fully mature.
Elderly people should be allowed to drive as long as they are deemed fit to do so. Regular assessments of their physical and cognitive abilities can help determine their driving capability. While age alone should not be a deciding factor, ensuring the safety of both the elderly driver and others on the road is paramount.
Because extreme age does not correlate with ability. They are routinely tested and if they can still drive, they are allowed.
