My personal opinion is you don't. These little irritations are what causes problems in neighborhoods. If this neighbor is irritating you with whatever they do, then be an adult about it and speak with them about the problem (or if bad enough report the problem to the proper authorities), don't go trying to irritate them back just for spite.
However, if you just want to irritate them for no reason, my advice is to grow up and realize that we all have to live in this world and no one is better than another and each should be treated equal. By irritating your neighbor with out them knowing it is you just shows how much growing up you have to do.
If this is a child under 18 writing this, then I can understand a little more, kids don't always grasp the concept of respecting others, even one's they don't like. That however, still doesn't excuse the bad behavior or poor choices and they kids need to be taught that they have to take responsibility for their own actions.
However, if this is an adult asking this question, please grow up and be mature about this. Remember as an adult, it is you who influences the youth of today, how can we expect young people to grow up mature, having respect for their elders, their neighbors and even themselves if we can't do it ourselves?
