From the viewpoint of any democratic nation that is a UN member, the abundance of non-democratic member-states can be considered a major problem. Very often nations with governments that are not democratically elected cast votes based on the view of totalitarian governments.
Their votes are cast with impunity from the populations of their own nations. It can be debated that governments that do not respect the rights of their own people, will not respect the rights of other nations.
