The Bill of Rights balances the constitution simply because the Bill of Rights (first ten amendments) states all the rights to US citizens, rights that can not be taken away. The constitution grants and limits power ergo giving rights to citizens makes things fair. The power is distributed fairly with out the fear of losing what you are legally entitled to.

By spelling out rights of individuals that cannot even the government can tamper with. The Constitution sets up the framework of a working government, assigning duties to the executive, legislative and judicial branches. It does not specify that the people have certain rights that the federal or state governments may impair. Congress has power to make laws, the president has the power to execute them and the courts have the power to hears cases; but it is the Bill of Rights that puts the limits on those powers in order to protect individual rights.
