It depends on whether there are provable fault grounds for a divorce or whether you are divorcing on no fault grounds. If it is for fault you can proceed immediately to file for a divorce and there is a 90 day waiting period. If it is no fault the parties have to live separate and apart for a period of one year.

You file for a divorce in the state you LIVE IN NOW. It doesn't matter where you were married, only where you currently live.
No fault means just that. Your spouse can live wherever she wants including the waiting period for your divorce.
As a resident of SC and to my knowledge the confederate flag does not fly over the capital building. I seem to recall it was moved to the grounds in front of the capital with it's own monument.

In SC you have to be separated for at least 1 year before you can file for a divorce, unless the divorce is because of a adultery, alcoholism and/or drug addiction, physical cruelty, or willful desertion for 1 year. You can legally marry once the judge has signed and finalized your divorce papers.
