bullet proof vests are considered a Category E Weapon. You need a genuine reason and and Police need to agree to the genuine need. If you are caught with one and do not have approval it is considered similar to having illegal (actual) weapons. Odd, huh?

I don't know about every state, but in most U.S. states, it's perfectly legal as long as you aren't committing a crime while wearing it.
