No, it's not. It's a common myth. It is not illegal to drive barefoot in any US state or in Canada either for that matter. Unfortunately, this myth is so common that even some cops believe it, and some may try to write a ticket for reckless/unsafe driving. Others are less biased against bare feet and may even recommend it over stiletto heels or loose flipflops. Bare feet are not named or singled out by the law!
In case anyone does write you up for unsafe driving, the following may be helpful; from a Michigan PD site: "Careless or reckless driving would really be a stretch, as an argument could be made that a barefoot person has more control over the pedals."
