Whether a prank or not stalking letters are taken seriously and the person who wrote it signed their own criminal note. The victim of the prank can and should take the letter to the police (they will take it very seriously) and criminal charges can be laid. Pranks re stalking is foolish and immature. It is not a joke!

If it caused her and her family to be in fear AND they reported the circumstances to the police, yes, it has gone too far and it is now out of your hands. Although it may settled out of court, it will be a sticky situation for awhile.
If you are obsessive and following them, calling all the time and harassing them then it is not good. Not necessarily a crime but if it is so you are stalking them then it is a crime.
