Mexican licences are not valid anywhere in the US. Many nations have reciprocating licenses which are valid if the driver obtains a supplemental international drivers permit/license through AAA or other sanctioned entity. Mexico is not one of the countries that the US recognizes for licensing.

In NSW Australia if you have unpaid outstanding fines your drivers licence is suspended until it is paid, If you wait for more then 3 years to do this you will have to sit for your licence again, after you have paid the fines.
In Indiana- none unless it is a relative 21 yrs or older holding a valid license of their own, the passenger is 25 and a valid license holder, or the 16 yr old driver has held their valid license over 6 months.
