There are typically five steps in the system development life cycle: planning, analysis, design, implementation, and maintenance. These steps help to ensure that the system is developed and maintained in a structured and organized manner.
In political science the policy cycle is a tool used for the analysing of the development of a policy item. It can also be referred to as a "stagist approach". Public policy is generally what everyone accepts, while public opinion is what they want. Generally speaking, public policy is defined by law and not by what people want. In America, while we are among the free-est of nations, still does not get whatever the majority wants, as even the majority knows that many times what they want is not what they need.
Public opinion is very important in election campaigns world wide. Candidates and public office holders want to see how the public feels about certain policy and political issues. Often times public opinion (as taken by private polls ) helps determine public policy.
