The absolute minimum "number of people" is 357. Article V of the Constitution provides that an amendment may be proposed by 2/3 of both houses. There are 435 members of the House, so 2/3 is 290. There are 100 members of the Senate, so 2/3 of that is 67. The total is 357. But you could get that many, in fact, many many more than 357 and not be able to propose an amendment. Say the entire House voted in favor of proposal, that would be 435 persons and say that only 65 Senators voted in favor, that would be 500 persons. But it would not be enough because the 65 Senators is not 2/3 of the Senate.

An amendment to the United States Constitution may be proposed by either a two-thirds vote majority in both houses of Congress or by a Constitutional Convention called forth by two-thirds of the State Legislatures. Once an amendment is proposed, it is sent to all of the States and may be ratified through three-fourths approval from the States.
