This professor emeritus also says that 76 million people were killed in what he calls "democide," which is murder committed by a government of it's citizens.

Actually, one billion people to genocide is a bit of an overestimate. By a lot. Roughly 40 million people have been killed due to war, conflict, and genocide, but by genocide alone the estimate would be somewhere around 20 million. This however does depend on whether you consider the Armenian genocide to be actual genocide, and the Holodomor to be genocide, but it's roughly around that number. There's no way to be sure.
