Due to the fact that accurate records were not kept for black serial killers the earliest found was Sydney Jones who was hung on June 25, 1915. Jake Bird killed at least 44 women between the 1920's and 1947.
So many factors must be considered that it is impossible to get an accurate number of serial killers in a certain place and time. Serial killings may be mistaken as a regular murder; a body may never be discovered; they may think that the victim simply ran away or left.

John List was convicted for killing his entire family. He shot his wife, mother and children. He placed their bodies in the living room. He turned on the ac to a low temperature so that the bodies would not stink. He then left town and was not seen for many many years. He was captured late in his life and admitted to all the killings.

There are many theories as to why serial killers appear
Manson was convicted of the Tate-LaBianca murders which occured on August 8 and 9, 1969. He also ordered the killing of music teacher Gary Hinman but I have never heard if charges were ever brought against him for Hinman's murder. Manson and his 'family' are suspected in many more killings but with many there is a lack of evidence, some there is a lack of a body. People that crossed Manson's path many times just disappeared.
