It takes anywhere between 3 to 8 minutes for a land line meaning your home phone and your iPhone it takes no time at all, it would be instant, believe it or not the federal government has a system in place to listen to random calls everyday, hundreads of thousands of calls are monitored by computers all over the world , there equipped to pick up on key words, the more you repeat those words the more likely it is that your phone is on a list to be listened to every single time you make a call, this is a loop hole the government has to be able to listen in to all your calls.

They get a signed warrant from a judge to tap phones/cell phones. They have to prove to the judge that there is reasonable cause to do this before they can get the warrant. Under the Homeland Protection Act some of the protections against tapping phones are weaker than they use to be so it is easier to get the warrant.

As long as it takes the service provider to provide them with the information. The way the PSTN (Public Switched Telephone Network) is set up, the switch knows instantaneuosly where the call is coming from. Typically, it will take about 10-20 minutes to go through all of the circuits.
