Honestly, not really. My parents smoke and when I was 18 they would have me get them some smokes. More than half the time the clerks didn't check my ID. My appearance however is different according to people. Some say I look like Im 16 and others think Im 20.
More specifically though, there are signs. At my school teens are discouraged from smoking if they are caught by the school officer but really no fuss is made and the teen simply stub their smoke, apoligize and do whatever.
Other than this there is commercials and posters providing details of what is physically changing as a result. Despite this, I hope really hope the people who sell smokes in stores will be more serious when dealing with the issue as many teens under age can buy the cigarettes fairly easy.
State laws, such as the increase in the price of cigarettes, discourages teen smoking by making it expensive to smoke.
As a general rule, whenever you are curious about what state laws apply, the answer will always be "the state that you are in".

Force a teen to smoke a whole pack of cigarettes in an hour. That should do the trick.
There are many health problems that can be related to smoking as a teen. One of the most serious is the increase risk of cancer, including lung cancer.
