If you have a hardship licence, then you're most likely under the age of 18 - the minimum required to obtain a CDL. There is no "hardship CDL" - hardship licences cover only regular passenger vehicles and, in some states, motorcycles.
To drive on your own out of your home state is going to require a full licence. A hardship licence is granted by the state in instances where the person doesn't meet the requirements for an unrestricted licence (i.e., they'll be under 18, or they have a suspended licence but need to be able to get to work, medical necessity, etc). It is only applicable within your state of residence.
If you have an Illinois drivers licence, it's as simple as a phone call to the DMV. You can usually check the status of your licence at no cost.
If you have legally moved to Ohio, you can take your Illinois licence and get an Ohio license.
