Please re-word. Question makes no sense. Collect what? You don't "collect" on a warrant, a warrant is a legal paper issued for someone's arrest charging them with a crime. There's no "collecting" about it.

Who is in charge of the arrest and custodial transportation of the suspect from the search warrant?

Any law enforcement agency can effect an arrest if they find out you have a warrant out for your arrest. The arresting agency would hold you and notify the location who issued the warrant of the arrest. At this point the agency who issued the warrant would make arrangements to collect the prisoner, take custody, and transport them back to the jurisdiction where the warrant was issued.

When can law enforcement collect evidence without a warrant?

An officer of the law can only search for evidence if they have reasonable cause in doing so. All persons do however have the right to see a warrant before allowing a search, which is their right. All officers are aware of this, however, and if asked will produce a warrant. Without this warrant the evidence may be inadmissible in the court of law.Law Enforcement does not have to show you the warrantprior to serving it, or arresting you. Simply the knowledge that the warrant exists is sufficient for them to conduct their activity. They must, however, leave a copy of a search warrant at the residence, if it was a search warrant for a home, and an inventory of things taken, if any.

Can the internet be tapped and used for evidence without warrant?

Unlike the telephone, information posted on the internet is open to the public. Anyone can view it, it is not necessary to "tap" it, and the police can collect it and use it as evidence without a warrant, much as they could watch your behavior in public and use it as evidence.

If a warrant is out for someone in Cleveland OH how long do they have to arrest the person on the warrant and press charges?

There is no statute of limitations on a warrant. Just because police aren't actively looking for you, means nothing. Your warrant will be found eventually. Also depends on the severity and distance from the warrant. Murder warrants go nationwide. traffic tickets within say 70miles of active warrant, you will be arrested. Most states suspend your driver's license so, If you need more time to get up the money for a lawyer or the court costs, move out of the area, and don't drive. wherever you go don't drive. Collect the money together and get that lawyer.

Can a collection agency collect payments for traffic tickets even if you have a probation warrant?

Depending on the type of ticket, yes they can. If it's a civil ticket like those given by traffic cameras or other sources, they can collect. If you don't pay, they can put it on your credit report.
