Double solid white lines are there so drivers on each lane do not cross the white lines. There are roads where 1 side will have a solid white line and the other is dashed, again that means the side with the solid white line can not overtake where as the other side can.

the edge of the road. crossing it at any time other than to go down a side road are grounds for being stopped for suspected drunk driving and you can even be ticketed for reckless driving
