If there isn't a noise ordinance then why would a deputy be called out to a residence on a complaint or someone working on a vehicle at 9:30 PM

I have a question, I know that it's not against the law to be outside on your property at any time, so why would a cop stop at my house saying that he saw someone crossing my yard at 11:30 PM and say someone called in say that they heard mechanic tools.
