Depends. In South Dakota if motor displacement is 50cc or less AND does NOT require clutching or shifting then no liscense or registration other than a driver's liscense is required. In otherwords if the engine power is transferred to the drive wheel by a centrifical clutch or torque converter (automatic drive) and is 50cc or less no additional liscense is required.
