If the Blue Bonnet was planted by the state of Texas, or is growing in the wild, it is illegal to pick that Blue Bonnet. If you are growing a Blue Bonnet in your back or front yard, it is not illegal to pick it.

Yes. While the state flower of Texas, bluebonnets are not endangered and may be picked so long as they are on land that you own or have permission to pick flowers on.
