In most European countries, yes, legally you can. Sadly the US has not caught up with the rest of the world, and the drinking age is 21. So physically, yes 16 year old can drink. But not legally in the US.
Actually, you can legally drink in the US depending on what state you live in. You can never drink in public places (e.g. restaurants, parks) but you can drink on private property. Some states require parental permission to drink but some do not. In California (where I live) you can drink at home without parent permission. Also you can never buy alcohol you must have someone 21 or older buy it for you. But I don't recommend drinking without your parents permission, it can lead to getting in a lot of trouble. Most people don't know that you can drink before your 21 so I would make sure that your parents are ok with it.
It depends where you live in Vermont it is illegal for any one under 21 to drink, but in Louisiana minors can drink on all private locations, private residences only, or in the home of a parent or guardian only and conditional on the presence and/or consent of a parent, legal guardian, or spouse
