You can buy anything you want after you file or at anytime. The question is has the BR been discharged, if not you probably will be liable for anything you buy and it will not be listed on you debt or assets. If you pay for it in full the court probably will seize it to help pay creditors because it is an asset. If you have a car in most states unless it is a Mercedes or something it will be exempt and if you need it to provide a living very doubtful they can seize it.
If you wreck your car after filing for Chapter 13 bankruptcy you can file it on your insurance. You can then replace your car based on the bankruptcy order.
