Public indecency in the U.S. is a blanket term for certain activities prohibited by law that involve the exposure of the genitals and/or the female breast in a public place or lewd conduct including sexual intercourse or deviate sexual intercourse in public and public nudity. Those are criminal offenses which can only be levied by law enforcement.
You haven't provided much detail as to your particular situation. If an individual was harmed, or suffered a loss in some way by that kind of activity and suffered damages they could try to sue in civil court. A guilty verdict in a criminal trial would help in the civil suit.
