Not much you can do as the child but your mom can go to court and report him for not paying child support assuming there is a court order for it. The court have several ways to get someone to pay their child support.
yes you can butt that wouldn't be right to the other parent unless they are not paying child support or if they use drugs or they beat the kid
yes dead beat.
yes
You cannot "make him" sign over, however, take him to court for child support, he is a dead beat, does not deserve a child, but he needs to pay up. the court will find him for you to make sure he pays. He may want to shirk his responsibility by signing over his parental rights if that is what you want. Signing over one's parental rights does not excuse one from paying child support. I suggest that you contact your State's child support agency. When you get an interview with them, bring all the papers relating to your child support: birth certificates, acknowledgments of paternity, court orders, payment records, etc. Be polite but persistent. Good luck!

Technically you can not beat child support unless you are sincerly unable to aford to pay or are in Prison for a national defence.
Yes,the dead beat is expected to pay up.
I don't believe there is a sol on child support arrears in Florida. They can hound the "beat dead Dad" all the way to the grave. Even if he was ordered to pay child support to the woman who molested him as a child and got pregnant, while they allow deadbeat moms free reign.
No.
I remember in the 70's many 'run away' fathers going to Florida to avoid paying child support, but dont remember why. Was Florida not prosecuting out of state warrants at the time for this? Can anyone help my memory? Ann jazzydame@myway.com Florida has cut funding to their child support enforcement division and also laid off a number of people as well and what was difficult is now near impossible. There is however a company that is helping people collect unpaid child support. they helped me and I am trying to tell as many people as I can. They are nationwide. The woman I worked with was April and her number is 407-616-0637. good luck to everyone.
Deadbeat Dad and Deadbeat Mom are commonly used to refer to men and women who have fathered or mothered a child and intentionally fail to pay child support "ordered" by a family law court or statutory agency such as the Child Support Agency.
