According to Virginia code 18.2-287.2, if one is wearing body armor (defined as: designed to diminish the effect of the impact of a bullet or projectile) while committing a crime of violence or any felony, you will be charged with a class 4 felony.

If you are police or military, you can buy one online from a number of sources, but most won't sell to anyone in CT who aren't police or military because they are illegal to sell online in CT. The law, from what I have understood, bars all sales UNLESS they are face to face. However, a police captain told me it was illegal to own in CT, so I wonder. If you're serious about this, though, ask a lawyer or examine the tate statute. If you can find some for sale, it's still expensive though.

the vest alone no. keeping it, no. wearing it, you may be asked to remove if not concealed if civillians are intimidated but offically no. wearing it with an assualt rifle screaming abbuse or agressive actions, yes. it depends strongly on the context but generally items of self defense with no means of harming another are legal. its like i can wear my full Kendo gear out in the street but if i bring my sword out it is a no no.
