In election an individual is chosen for the first time to hold public office; re-election that same individual is chosen to hold public office again.
It depends on the legislation and regulations of the country concerned.
It has to do with continuity. If you had them all elected at the same time, there would be the risk of the Senate at one point consisting of all newly elected and totally inexperienced Senators, which would severely disrupt the proper functioning of the Senate. Another reason is to avoid that both seats of a State in the Senate become vacant at the same time.
Singapore's first parliamentary election as a sovereign and independent nation was held on April 19 1968, resulting in the People's Action Party winning all 58 seats up for election in the newly formed Parliament. Prior to independence, in 1948, British subjects only had been allowed to vote for a 22-member Legislative Council for the first time, though only 6 seats were directly elected. It was not until 1955 that Singapore held its first full general election, with 25 (of 32) elected members of the Legislative Assembly. However, most consider the 1959 election to be Singapore's true first general election. It was the first time in history that all Singaporeans could vote in all constituencies, not to mention the first election in which Singapore was a largely self-governing region.
Only the presidential election is always held on the same day. Most others will vary but will be around the same time.
