It depends what you mean by 'fair' - and what country you're in. Here in the UK, we're protected by the Working Time Directive and Minimum Wage laws. This means no-one can be forced to work more than 48 hours per week (unless they sign an agreement to work longer) - and the goverment has set a minimum hourly pay rate (depending on a persons age) - that they are legally entitled to. The National Minimum Wage is not-negotiable - it's set in law.
For example, a person over 21 would earn £6.31 per hour before tax - working 40 hours per week would give them a basic salary of £252.40 before deductions.
