Up-grade training means doing a course of the next level to that which you currently are certified upto. For example, you hold a Class 5 Marine Engineers Coastal Certificate of Competency and now want to upgrade your certificate to the next level, which is Class 4, you would need to have served the required industrial attachment (for this case, sea service at the position responsible whilst holding Class 5 Certificate of Competency), after satisfying that, along with an approval letter from the Maritime Administration, who will verify your sea service and qualification, will give you an approval letter. This letter will enable you to now enroll in the Upgrade Training program in the Maritime College or Univesity, in the Class 4 Marine Engineers course, to be able to reach the next level and hence, the opportunity for a better position and renumeration.
It depends on what you are doing in terms of "upgrading". The first question would be upgrading to what? Or simply extending the bus structure? Justification also consists of budgeting, costs, personnel training, and other factors.
