In the great state of North Carolina we do not have a statewide recognized journeyman card. Each county or city has the responsibility of testing, issuing and enforcing a journeyman card program. Some counties reciprocate and some counties do not even have a journeyman card policy at all. The state oversees testing, issuing and enforcement of electrical contractor licenses, which allows a qualified person to legally engage in contracting electrical work in the state. A journeyman card program is for an AHJ (authority having jurisdiction) to establish that a person has proficient knowledge of the current NEC (national electrical code) and qualifies that individual to work as many non-qualified workers as the municipality deems appropriate. A journeyman card does not qualify a person to engage in electrical contracting in the state of North Carolina. As the current trend seems to be in North Carolina to deregulate the electrical industry, it seems highly unlikely that a statewide journeyman card is in the foreseeable future.
In North Carolina a person must by licensed by the state to cut hair, but if you hire a company to do electrical work in your home, the person that is sent to do the work does not have to hold any type of license or pass any testing.
