There aren't any "requirements" that I'm aware of. Like, a hospital won't tell its staff that everyone has to wear scrubs made out of "x" material only. Scrubs are generally made of cloth and spandex. They are designed to be loose fitting so the medical personnel in them can move around easily, and stain resistant, which makes laundering easier. Scrubs worn during sugery are usually made of plastic-type material and are not owned by the medical workers. Surgical scrubs are generally owned by the hospital and stored and washed there.

The contrast for neonatal nurses is, that the Neonatal ICU, where neonatal nurses work, is considered a "clean" environment.
