The court system is a function of the state government, with lower courts. One of the functions of the court is to prosecute violations of the laws on behalf of the "people." When a law is broken, it is the responsibility of the "peoples"epresentatives to bring the lawbreaker to justice and a fair trial. This takes money, and is the responsibility of the court system. their budget is a matter of record in the state budget.
