I found this poem when I'm looking for imagery and I think the poem is very unique. It was hard to analyse at first but later everything made sense to me. So, this is my interpretation.
For me, the poem is about an accident encountered by the poet's father. There are quite a lot of symbolism in this poet, e.g. iron, which I think is blood. The first stanza is describing the father's critical condition; he's having blood loss and is dying.
As for second stanza, I think it is the description of what happened. Flashback is used there. The poet is describing the incident. I guess there has been traffic jam etc. I believe that the "gloved hands" represents the police officers, "the whirring and buzzing and humming machines" represents the ambulance. "lapping up his dripping iron/ they couldn't stop", I think these two lines mean the paramedics try their best to stop the bleeding or the poet himself is there doing it, helping the paramedics.
