As someone who has worked both in large and small businesses I think identifying the skills gap that an organisation has is very important and this simple step can improve efficiency right across the work place.

There are a number of places you can get online that you can skills gap tests, but I would certainly recommend a company that offers a bespoke service to your organisation, no two businesses are the same therefore the skills required (and as such the skills gaps) will be different as well.
