Child Labor laws are very strict there is not much chance you can get a job somewhere. A thirteen year old can create their own employment by doing household chores or yardwork for neighbors, snow shoveling, babysitting, etc.
You can't get an officail job. You can only voulenteer or do odd jobs like shoveling snow or raking leaves. I would know, I have the same problem.
15 year olds in Montana can work as gardeners in the summer. They may also be able to help neighbors by shoveling snow and ice in the winter.
