At a complete guess yes. You should be a little more specific. How serious are you regarding this discipline? What kind of swordsmanship do you want to actively study? If it is modern european Fencing then it should be very straightforward and easy to find both teachers and practice kit. Decent Eastern Practitiioners will be a little trickier to find but still possible.
Whereas more ancient styles of western fighting all but died out as they were largely an aural tradition. There has been a few recent revivals but it is important to bear in mind that even the most committed practitioner of say viking and celtic swordmanship are not going to be as proficient or as knowledgeable as their forebears with these weapons. Why? Because we no longer regularly try and kill each other with swords, maces, bows, etc. It has somewhat fallen out of fashion. Or lives generally no longer depend on this skill so it even if we did have a complete codex of all the different moves for any one ancient weapon it would not change the fact that it would be the last thing to do on the list, a hobby, a pleasantry, not it's original truth at all.

How efficient is he? Is he calm and measured? Can he shoot straight?
This is true of all the martial disciplines. They look great in the practice hall and if you just want the kinetic art and wonderful philosophies then that is fine.
GHope that helps
