They have a thick layer of fat that grows when they can find food, but when food is scarce they feed off the fat layer. Most certainly. Rats have been known to eat almost anything, from "people" cheese to cardboard. There have been instances of rats eating their own feces to survive. Rats can eat cheese that people eat, but people shouldn't eat cheese that rats eat unless it's safe.
