Ants are likely highly intelligent, especially for insects, for these reasons:
1)Ants are highly social and have a hierarchy starting with a queen
2)They are capable of building tiny "cities" complete with primitive ventilation systems
3)Ants communicate with one another by chemical signals.
4)Ants have been known to make rings around ant killer so their buddies won't get in it.
Because of this evidence it is believed that ants are in fact highly intelligent organisms.

Insects(arthropods) are the most abundant creature on the planet and scale for scale it difficult to know which influences the planet the most. Some would say that communication is the true indicator of intelligence but some insects communicate effectively by releasing and detecting chemicals.
Insect and humans do what they do very well because we/they are in an abundance making it more probable that something effective will happen that will benefit the species.
