England -- or, rather, the United Kingdom because it includes Scotland, Wales and Northern Ireland -- is already a member of the EU and has been since 1973.
The UK has not joined the European common currency, the Euro, and still uses Sterling.
There are five candidate for accession to the European Union. They include:

Albania has also submitted an application, and there have been negotiations and pressures on the Council of the European Union to announce Albania as an official candidate. The fate of Albania's candidacy is laying on the upcoming March elections, which, if they remain a fair, democratic process, and Albania implements all eight of the key policies for accession, Albania will be recommended as an official candidate.
Bosnia and Herzegovina and Kosovo are both countries who are recognized as future candidates for the EU. Bosnia and Herzegovina has expressed they are in the process of submitting an application since 2009, but no application has been sent. Kosovo is working to tighten integral relations with the European Union, although Kosovo cannot join until it is recognized by all member nations. Currently, four member states, one candidate state, and one future candidate state do not recognize Kosovo.
The organisation which would later become the European Union began in 1957 when a general trade agreement was signed between Italy, France, West Germany, Belgium, Luxembourg and the Netherlands.
The most recent country to join was Croatia on the 1st of July 2013. Prior to that, Romania and Bulgaria both joined the European Union together on the 1st of January 2007.
No new countries joined in 2002. Prior to that, the last countries to join joined in 1995. The next set of countries joined in 2004.
No countries joined the European Union in 2009. The last countries to join The European Union before that were Romania and Bulgaria who joined together in January 2007. Croatia is the most recent new member, joining in July 2013.
