The first Eastwards enlargement wave was in May 2004, with Hungary, Poland, the Czech Republic, Slovenia and the three Baltic States joining the Union. Any of those countries is Eastern but Central.

Perhaps you meant the European Union? For a country to even be considered a candidate to join, they must be seen as a European or Europeanized country by the current members. For example, the US, Canada, Israel, Australia, and New Zealand could join for this reason as they are seen as Europeanized. However, China, Japan, India, and Uganda could not join as they are not seen as Europeanized. If they pass this "step", then they must swear to protect Europe and stand for everything Europe does; their primary goal is to protect and stand for Europe as a whole. This is usually done before becoming a candidate as well as being admitted. After this the process of candidacy starts. A country must first fill out an application which must be accepted by the Council of the European Union. Once accepted, the country goes on to being a candidate, where there are negotiations and talks about joining. If voting goes in favor for the country, the country will then acceed into the European Union and become a member.

Yes, in fact, every country shows signs of joining the European Union in the future, with the exception of the obvious, Switzerland. Especially in the East, as you will find more countries from the East joining in the years to come. The European Union's goal is to spread east as well.
