Prtesumably you mean the countries that are physically in Europe but not members of the E. U.

That would be:

Andorra, Armenia, Azerbaijan, Belarus, Georgia, Liechtenstein, Moldova, Monaco, Norway,

Russia (partly in Europe), San Marino, Switzerland, Ukraine, and Vatican City.

The U. K. is in the process of leaving the E. U.
