When you say endemic it means a disease that is constantly present to a greater or lesser degree in people of a certain class or in people living in a particular location while epidemic means a widespread outbreak of an infectious disease.
Conclusion: Epidemic doesn't happen most of the time, it only occurs in a specific point in time unlike endemic (which is always present) in most of the time in a particular place or area.
