Nobody in political life is l00% popular and surely the Propaganda corps was up and running. the general consensus was Victoria was generally admired by her subjects, excepting of course, the Irish contingent- Ireland was part of the United Kingdom at the time. Interestingly enough there wer special units in the Royal Army ( operating out of England) known as, for example, the London Irish Rifles who were made up of troopers entirely of Irish descent but living in the London area. This is odd- and there is no corresponding US usage- of course National Guards units are state wise.-But under the overall command of the US Army at the Pentagon. not so with the Limeys.

Some of the country's policies and some things that were done without her knowledge made her unpopular at certain times... but she was queen for 63 years, and there were other times when she was well-loved and fairly popular.

She was a vast improvement over previous English monarchs, who did relatively little to help the poor.
