Because she unwittingly did little things like visit the poor and sick and try to make their lives easier. Because she did not waver when she had made a decision. She was not afraid of those who wanted her dead.

Uneasy lies the head that wears a crown. Nobody in political life is l00% popular and surely the Propaganda corps was up and running. the general consensus was Victoria was generally admired by her subjects, excepting of course, the Irish contingent- Ireland was part of the United Kingdom at the time. Interestingly enough there wer special units in the Royal Army ( operating out of England) known as, for example, the London Irish Rifles who were made up of troopers entirely of Irish descent but living in the London area. This is odd- and there is no corresponding US usage- of course National Guards units are state wise.-But under the overall command of the US Army at the Pentagon. not so with the Limeys.

She, like most political leaders, was popular with some people and unpopular with others. Some of the country's policies and some things that were done without her knowledge made her unpopular at certain times... but she was queen for 63 years, and there were other times when she was well-loved and fairly popular.

Queen Victoria was a popular queen as her liberal policies, with the influence of her husband, Prince Albert, created new regulations which improved the lives of those in poverty. She was a vast improvement over previous English monarchs, who did relatively little to help the poor. Victoria, meanwhile, was closer to her people in that she helped English citizens on many levels.
