without governments there would be wizard chaos! there would be no muggle policy and the secret would indefinitely leak. the existence of governments allows wizards to set laws that control the way things work. past candidate for minister for magic and esteemed former headmaster of hogwarts once stated we need to learn to control, not just to use. governments allow the control of the people and thus set up life comfortably.

Politics is the process of solving conflict in lame terms, tribal leaders would sove conflict in their tribes but as population grew larger a complex society needed a government to handle politics. So basically we need government to keep order in complex society with a large population. The united states government gets their authority and legitimacy from our constitution which gives our government it's power and structure.
