No, Saddam wasn't an idiot, and to say that a man born into a peasant family,overthrew a tough dictator, united people under one party, modernized the country, made astounding success in building a great educational system, gave people jobs and improved the lifestyle until the war in Iran. To say Saddam had an IQ of below average is just stupid. I'd say he screwed up because of arrogance and recklessness. I would estimate an IQ of 130.
