Why were the French citizens upset with the French monarchy?
This is a question where the specific form of monarchy is needed in order to give a useful answer. In an absolute monarchy, the citizens have no voice. In a constitutional monarchy where the governance function is in the hand of an elected congress, ordinary citizens have the power of the ballot, power of the purse, freedom of speech, and freedom of protest.
Citizens have no rights to participation in an Absolute Monarchy. They have to do whatever the ruler says or pay the consequences. An Absolute Monarchy is in a way like a Dictatorship in the sense of total power.
Subjects of the King (or Queen).
If they already live under a monarchy or constitutional monarchy, they don't have to do anything. In the US, they do without; it is not likely that a move toward establishing a US monarchy would go very far. In most cases in history, countries have move away from and not toward monarchies to handle governmental needs.
They are allowed to obey.
To obey and pay taxes.
