It is putatively democratic and goes through the ritual of voting, though with much allegations of fraud. The current government is found acceptable to the United States, which maintains a large military presence in this nation, and was responsible for the unseating of the last government.
The United States is also responsible for making sure that the current government is not overthrown by people who apparently did not find the voting to be equitable, or who disagree with "voting" in general, or desire a return of the former government.
Whether that qualifies Afghanistan to be called a "puppet regime" is a matter of opinion, but it is not seriously doubted that there will be a radical change in leadership on the day of U.S. military withdrawal.
